Rental Permits: How much do you pay?

In Newark, Delaware landlords and property managers have began to growl over rental permit fees which is said to be one of the highest in the country. According to the NLA (Newark Landlord Association) the City of Newark, Home to the University of Delaware, is ranked as having the highest rental permits fees at $300 a unit per year. We don't believe this applies to Commercial real estate with 4 or more units however.

It appears the $300 a year fee is to help offset "annual inspections" of each property both inside and out. If the fee is not paid or the inspection fails the permits are removed and the property must become Owner Occupied.

Is this common for college markets?
